Shanghai / 1 June 2026 – Envision Energy, a global leader in green technology, has entered into a strategic partnership with IES, one of Southeast Asia’s leading renewable energy developers, to advance the next phase of integrated clean energy development in Lao PDR.
The collaboration will explore significant new wind power, solar generation and energy storage capacity, creating what is expected to become Southeast Asia’s largest Future Energy System. By combining energy infrastructure with intelligent, AI-enabled coordination, the partnership aims to optimize the way wind, solar and storage resources operate together.
The signing ceremony was attended by Malaythong Kommasith, Minister of Industry and Commerce of Lao PDR; Edward Hou, Senior Vice President and President of the Asia-Pacific Region at Envision Energy; and Peck Khamkanist, Executive Chairman of IES.
The partnership represents an important step in Lao PDR’s transition from a predominantly hydropower-based exporter toward a more diversified regional clean energy hub. It will build on the success of the landmark cross-border Monsoon Wind Power Project and establish a model for integrated renewable energy development across ASEAN.
Drawing on its international experience in Future Energy Systems and net-zero industrial parks, Envision Energy will contribute advanced technology to coordinate and optimize wind, solar and energy storage operations. The system is intended to improve reliability, efficiency, flexibility and long-term resilience while enhancing the competitiveness of clean electricity.
The green power produced is expected to support growing domestic electricity demand as well as next-generation sustainable infrastructure and industries, including smart cities, green data centers, green mining and advanced manufacturing. The parties will also study the potential role of green hydrogen in supporting energy stability and future green industrial development in Lao PDR.

By integrating multiple renewable technologies at scale, the partnership aims to strengthen grid stability and energy resilience in Lao PDR and across Southeast Asia. The project is intended to demonstrate how intelligent system-level operations can create a more reliable, efficient and scalable model for the region’s energy transition.
